This is not D3 related, but anyways:

How do I create continuous 360 rotation on an object independently of the scene framecount? Like having a windmill's blades or the propellers of a plane rotate at a given speed, no matter how many frames there are otherwise in the scene, and make me able to adjust the scene's length up or down without messing further with those rotating objects?

(Something similar to the 2D instance'ed animated symbols/graphics in Flash would have been great...)

You key at least one full rotation then go to "Curve Editor" and click on button "Parameter Curve Out-of-Range Types". You will see some various repeating methods to make your animation go on forever regardless of frame counts.
