Highly unlikely. id released the Q3 engine on which RtCW is based, so most thing which make up id Tech 3 is already released under the GPL. All the extra features are sure nice, but those are probably proprietary.

id still sells the Q3A engine for $10k (non-GPL) and it includes all the RTCW code. That's the big reason to buy it vs GPL (you don't need to write AI stuff).

I've always been impressed by the number of companies that license the engine and then don't remove the cvars they aren't using (r_railcorewidth is a great example).
