I need some help trying to replace the ultimates, plasma gun and rocket launcher with the doomxl's plasmagun and rocket launcher. Nothing happens when I combine the the 2 mods. OR it doom 3 crashes .Can anyone help?

You can't mix and match mods all willy nilly. You have to understand the relationships between all the various assets and how they come together to make a plasma gun or rocket launcher.

This is not a simple matter of making sure you choose the correct files from one mod and swap them with those from another. Some file types like DEF, MTR, etc, can contain multiple declarations. You have to read through these files and determine what parts you'll need and what you don't.
