After trying to run both mods normally, running sikkmod through the built in mod support, and for the RW mod simply placing the "weapons_fix" files in the base folder as the directions indicate to, it didn't work. It crashes to desktop and says something about shoulders missing.

Named pak_modfiles to .zip. Extracted to desktop. Named "weapon_fix" (for D3) to .zip. Extracted to desktop. I carefully modified, and was sure not to overwrite essential sikkmod subfiles in the process, sikkmod files until I got to sound which I figured wouldn't matter since it's just all sound.

I start up the game and the Mars model has no bumpmapping or shadows. Seems to be low res as well. Starting a new game crashes the game to menu, the console saying something about a labcoat missing, and same thing happens upon loading a game except something about a PDA missing instead.

Any ideas on how to get these two mods to work?

Turns out the realistic weapons mod doesn't work with 1.3.1

EDIT:
Turns out I was wrong. Don't know what was preventing it from working earlier. Although, I did get to this one part where I had to transition to another level and I got that "player joint shoulders missing" again. I moved the "roe" from base to dx3, where it belonged, unlike where the idiot modder told everyone to put it.
So there you have it. Put the roefix.pk4 in dx3 instead of base.
