I was just wondering if using a hi-res q4 texture pack (made by the community) is allowed to be used in Doom 3 level editing if the person will authorize me to use them.

Its more complicated than that. Because remade textures generally copy the source texture as closely as possible (regardless of whether the actual tex is used as a base) you could easily make the argument that distributing them is infringing on id IP. It's no different to modelling your own imps and bfg and pinkies and cacodemon and selling it as "Boom 3". Sure, you made them pixel by pixel but if they are legally "substantially similar" to their doom franchise likenesses you can be sued.

Whether or not id would actually pull the trigger, particularly on a free mod, is another story. Just remember its very easy for the legal department to send out "cease and desist" letters and they usually have no qualms about doing so. (I believe if they don't then id can lose legal control of the IP.. its like when a brand name goes into "common usage" the trademark gets invalidated)

I doubt they would care so long as you weren't actually distributing their assets. Back in the day I remember the Generations mod (which mixed Doom, Quake 1 and Quake 2) had to change a few aspects after being contacted by id, but was largely able to continue.
